Methodology

How the Index is built

Every institution in a sector is scored on the same indicators, measured on the same date, from the same source categories. There are no questionnaires and no self-assessment.

Scoring model

Each indicator is scored 0 to 100 on a logarithmic scale against the strongest institution in the sector. The logarithmic scale rewards each step of real activity while keeping outliers from flattening the field: the difference between 0 and 10 patent families matters more than the difference between 150 and 160. Indicator scores roll up into three weighted pillars, and institutions with equal overall scores share a rank.

The Index measures quantum readiness and engagement as the public record shows it. It is not a claim of realized quantum advantage; no institution on it has proven a classical computer cannot do the same job. Where a program runs without public trace, the score reflects that absence, and the gap can be closed through verified submission.
